IR35- Get Ready for 2020 with PWC
The Government has now published its response to the off-payroll working rules and IR35 consultation and associated draft Finance Bill clauses which will take effect from April 2020.
Broadly speaking the response aligns the rules across both the public and private sectors and introduces some much needed clarity surrounding the exemption for small businesses. We have also been provided with information concerning the end users responsibility for passing IR35 determinations, with justification, down the supply chain to the worker and ultimate fee payer.
The impact of these reforms should not be underestimated, and arguably represent the most significant changes to the operation of employment taxes for many years.
