Employability NI Employer Survey
The NI labour market is changing. We are nearing ‘full employment’ with more jobs available than there are people who are work ready. In the future, employers will need to be more flexible and innovative in how they recruit and fill their vacancies.
The Department for Communities, the Department for the Economy and Invest NI are working collaboratively, through the Employability NI Programme, to address these labour availability challenges.
The Employability NI Programme wants to provide the appropriate support and assistance to employers to enable businesses to find the workforce they need to enable continued business success.
The current labour market position is one of relatively low unemployment but continuingly high levels of economic inactivity.
Whilst someone who is unemployed is defined as seeking work, the economically inactive are not looking for employment and may not be for a period of time. There are many reasons why an individual may be inactive, for example, they might be studying, looking after family and home, retired, or have a health condition/disability.
The proportion of economically inactive people who indicate that they want a job has increased from a low of 11% in 2004 to 20% in March 2019. This represents a pool of 59,000 people who, with the right support, could move closer to the labour market.
The priority for the Employability NI Programme will be to deliver a flexible offer that addresses current labour market needs with a particular emphasis on tackling the barriers to employment faced by the economically inactive, particularly those with a disability and/or health condition and those with family/caring commitments.
We want to work with businesses to understand how suitable the current support offered is, understand what gaps there may be and seek out ideas and proposals on what new support structures Government could put in place to ensure businesses can be more flexible and innovative in their approach to recruitment.
Employability NI is undertaking a survey of businesses to gauge levels of knowledge and use of employability programmes that are currently provided in Northern Ireland.
